Howard W. Hjort


Biography
Howard Hjort is a semi-retired international food and agricultural policy consultant, currently giving special emphasis to national food security policies in areas such as the West Bank and Gaza, Pakistan and Bangladesh. He presently chairs the U.S. Committee for FAO. He served as the Deputy Director-General of the Food and Agriculture Organization of the United Nations (FAO) in Rome, Italy for six years (1992-1997), directed the activities of the FAO Liaison Office for North America in Washington, D.C. from mid-1990 through 1991, and served as Director of the FAO Policy Analysis Division in Rome from September 1984 to mid-1990. His work with the United States Department of Agriculture (USDA) included serving as the Economic Advisor to the Secretary of Agriculture and as the Director of the Office of Economics, Policy Analysis and Budget (1977-1981), Director of the planning by objectives Programming, Planning and Analysis staff for the Department (1965-1969), as Staff Economist in the Office of the Secretary (1963-1965) and as an Agricultural Economist in the economic research entities of the Department (1956-1963). He provided food and agriculture consultancy services to national and international clients as partner in Economic Perspectives Incorporated (1981-1984) and Schnittker Associates (1972-1977) and served as Planning and Management Advisor with the Ford Foundation in India (1969-1972).

Howard Hjort was born in Montana in 1931, obtained B.S. and M.S. degrees in agricultural economics at Montana State University (1958, 1959) and engaged in postgraduate studies at North Carolina State University (1959-1963) while working as an Agricultural Economist for USDA.
